      <image:caption>MANAGING DIRECTOR Ray Willbern is the Founder and Managing Director of East African Solutions and the creator of the East African Solutions Framework—a proprietary methodology developed through more than two decades of studying how organisations create enduring enterprise value. His career has combined organisational development, commercial leadership, corporate finance, investment readiness and strategic advisory across Sub-Saharan Africa. Since first working in the region in 2010, he has advised founders, investors, management teams, project sponsors and public sector organisations on opportunities spanning food and agriculture, natural resources, manufacturing, tourism, infrastructure and energy. His broader professional experience has been associated with commercial, investment and development opportunities exceeding US$1 billion. Rather than specialising in a single discipline, Ray's work has consistently crossed organisational, commercial and institutional boundaries. Early experience in organisational development explored how leadership, capability and culture influence performance. Nearly a decade leading Zambia's principal business and economic information platform provided a unique vantage point from which to observe how businesses, investors, governments and markets interact across an economy. More recently, his advisory work has centred on helping organisations evaluate opportunities, prepare for investment and strengthen long-term commercial performance. These experiences led to a simple observation: organisations rarely succeed or fail because of a single factor. Enterprise value emerges from the interaction of commercial strategy, organisational capability, stakeholder relationships, financial performance and the wider operating environment. This insight became the foundation of the East African Solutions Framework, bringing together Investment Staples, Influence Mapping, and Enterprise Value Creation as complementary ways of understanding complex strategic challenges. Ray's thinking has been shaped by both practice and continued professional development, including Management Studies at the University of Nottingham, Corporate Finance at IESE Business School, The Economic Challenges of Global Poverty at the Massachusetts Institute of Technology, Unlocking Investment in Emerging Markets and Developing Economies through the World Bank, and Zero to Dangerous (Mastering the Science of Flow) with the Flow Research Collective. Each has contributed a different perspective on organisations, investment, decision-making and long-term value creation. Having lived and worked extensively across Sub-Saharan Africa, Ray also speaks English, German, Spanish, French, Swahili and Nyanja. This multilingual background reflects a long-standing commitment to understanding the cultural, commercial and institutional contexts in which organisations operate—an important influence on the systems-based thinking that underpins the East African Solutions Framework.</image:caption>

      <image:caption>RWANDA COUNTRY DIRECTOR Ivan Ochieng serves as Rwanda Country Director for East African Solutions and has been based in Rwanda since 2019. He leads the firm's local representation in Rwanda, supporting business development, client relationships and country-level engagement while helping ensure that projects are delivered with a strong understanding of the local commercial and regulatory environment. Alongside his role at East African Solutions, Ivan is Group CEO of Limitless Africa Investment, where he has led businesses and commercial ventures across multiple sectors. His entrepreneurial experience is complemented by a background in accounting, tax and audit advisory, providing a strong understanding of financial governance, regulatory compliance and business operations. Ivan also co-founded Green Pencils, an environmentally focused Kenyan manufacturer producing stationery from recycled materials, reflecting his long-standing interest in sustainable enterprise development. His wider leadership experience includes serving as Chairman of the SME Caucus of the Kenya Association of Manufacturers and as a Board Member of the Kenya Chapter of the United Nations Global Compact, where he contributed to discussions on responsible business practices, sustainability and private sector development. At East African Solutions, Ivan combines practical business leadership with deep regional knowledge to support the application of the firm's strategic advisory approach within Rwanda, helping clients navigate the country's evolving commercial landscape and build productive local relationships.       <image:title>Projects - SELECTED PROJECTS Much of our work is undertaken under strict confidentiality agreements and cannot be disclosed publicly. The examples below illustrate the breadth of strategic challenges East African Solutions has supported across East Africa and neighbouring markets. Every engagement is different, but they share a common objective: helping organisations create, protect, unlock or sustain enduring enterprise value. Some engagements lead to investment and commercial growth. Others prevent organisations from committing resources to commercially unsustainable opportunities. In many cases, the greatest value lies not in producing a document, but in enabling better strategic decisions. The projects below demonstrate how the East African Solutions Framework has been applied across a wide range of sectors, markets and organisational challenges.</image:title>
      <image:caption>4) CASSAVA-TO-ETHANOL FEASIBILITY STUDY     Evaluating the commercial viability of establishing a cassava-based ethanol industry in Rwanda and protecting investment capital through disciplined commercial analysis. SECTORS: Agriculture | Biofuels | Manufacturing | Renewable Energy COUNTRY: Rwanda Objective Assess whether Rwanda's agricultural production, ethanol demand and market dynamics supported a commercially attractive investment in large-scale cassava-to-ethanol production. Our Role East African Solutions evaluated the entire commercial value chain, analysing feedstock availability, agricultural productivity, processing economics, market demand, production scale and potential sales opportunities. Multiple commercial scenarios were assessed to determine whether alternative markets, increased production volumes or different operating assumptions could generate investment returns sufficient to justify construction of a processing facility. Enterprise Value Created Although the assessment confirmed that ethanol production was technically viable, the underlying commercial fundamentals did not support an attractive return on capital under prevailing market conditions. East African Solutions advised against proceeding with the investment, protecting capital that could instead be deployed into opportunities offering stronger long-term returns, while recognising that the opportunity could be reassessed should future market conditions materially improve. 8) INTEGRATED GRAIN STORAGE PLATFORM Restructuring a grain storage concept into an integrated regional agribusiness strategy for Uganda and East Africa. SECTORS: Food Security | Logistics | Infrastructure | Commodity Trading COUNTRY: Uganda Objective Support the development of a commercially viable grain storage platform serving Uganda and neighbouring regional markets. Despite exceptional access to senior government decision-makers, the project had struggled to progress, requiring a strategic review of both the investment proposition and implementation approach. Our Role East African Solutions identified fundamental weaknesses in the original business model, location strategy and commercial structure. We redesigned the investment around regional grain production, logistics corridors, cross-border demand and value-added processing opportunities, identified suitable development sites, introduced a strategically aligned local partner and redirected stakeholder engagement towards the government institutions whose mandates were most closely aligned with the project's commercial objectives. Enterprise Value Created The engagement transformed a stalled concept into a commercially stronger and institutionally aligned investment proposition. By integrating business model redesign, supply chain analysis, site selection, strategic partnerships and targeted stakeholder engagement, East African Solutions created a practical roadmap that significantly improved the project's prospects for implementation. 11) SUSTAINABLE TIMBER SUPPLY CHAIN DEVELOPMENT Designing and executing a cross-border timber supply chain connecting sustainable forestry operations in Central Africa with inventory financing from Kenya with premium manufacturing markets in the United States. SECTORS: Forestry | Manufacturing | International Trade | Supply Chain | Natural Resources   COUNTRY: Gabon/ Kenya/ United States Objective Develop a reliable international supply chain for a specialist American wholesaler seeking sustainably sourced tropical hardwood that had remained unavailable despite more than five years of searching. Our Role East African Solutions identified a commercially suitable forestry partner, coordinated international stakeholder engagement and oversaw the development of the end-to-end supply chain from sourcing through to export. The engagement included supplier identification, transaction coordination, production oversight, export logistics, securing inventory financing, regulatory compliance, customs support and commercial negotiations, overcoming multiple operational and regulatory challenges to maintain the viability of the transaction. Enterprise Value Created The engagement transformed a long-standing sourcing challenge into a functioning international supply chain, unlocking new commercial opportunities for both the American manufacturer and the African forestry operator. By resolving financing constraints, navigating changing international trade regulations and successfully negotiating the removal of substantial port demurrage charges, East African Solutions protected transaction value while enabling the successful export of premium timber products to the United States. 15) TECHNICAL SERVICES MARKET ENTRY SECTORS: Technical Services | Infrastructure | Energy | Mining | Construction COUNTRY: Tanzania Objective Evaluate Tanzania as a commercially viable platform for regional expansion for one of the world's leading heavy lifting and engineered transport companies. Our Role East African Solutions developed an integrated market entry strategy incorporating commercial opportunity assessment, competitor analysis, operational planning, government engagement and executive recruitment. The engagement identified priority sectors, recommended an operating model and provided a practical roadmap for establishing operations. Enterprise Value Created The strategy enabled the client to move confidently from evaluation to implementation. Following the engagement, the company established operations in Tanzania, recruited local leadership and deployed equipment into the market using the strategic framework developed by East African Solutions. 20) SAFARI CAMP DEVELOPMENT Transforming a tour operator's expansion ambition into an investor-ready hospitality development. SECTORS: Tourism | Hospitality | Real Estate | Project Finance COUNTRY: Tanzania Objective Support an established safari tour operator to diversify into hospitality by developing a commercially viable boutique safari camp capable of securing external financing. Our Role East African Solutions worked with the client from concept through to financing, helping shape the project's commercial strategy, brand positioning and investment proposition. This included concept development, site selection, competitor and pricing analysis, market positioning, operational planning, financial modelling, business planning, investor presentation development and negotiation support throughout the financing process. We also helped structure the project's funding approach to satisfy lender requirements by reducing investment risk and coordinating the commercial due diligence required to secure approval. Enterprise Value Created The engagement transformed an expansion concept into a fully financed hospitality investment. By integrating market analysis, operational planning, financial modelling and lender engagement into a single investment strategy, East African Solutions helped secure the financing required to develop the project while providing a clear implementation roadmap for delivery.   26) WILDLIFE PROTECTION TECHNOLOGY STRATEGY Developing a regional technology deployment strategy to strengthen wildlife protection and combat organised wildlife crime across East Africa. SECTORS: Conservation | Tourism | Technology | International Development COUNTRY: Ethiopia, Kenya, Malawi, Mozambique, Rwanda, Tanzania, Uganda, Zambia  Objective Develop a regional strategy identifying how advanced surveillance technologies could strengthen wildlife protection and combat organised wildlife crime across East Africa by matching the right technologies to the environments where they could deliver the greatest operational impact. Our Role Building on an earlier strategic concept to address cross-border smuggling through advanced surveillance technology, East African Solutions developed a regional framework for applying similar technologies to wildlife protection. Working alongside international technology providers and a regional development organisation, we assessed wildlife crime, biodiversity threats, protected area characteristics and institutional readiness across eleven East African countries, identifying priority deployment locations, implementation requirements and practical recommendations to maximise operational impact and return on investment. Enterprise Value Created The engagement transformed an emerging technology concept into a structured regional implementation strategy. By integrating conservation research, technology assessment and deployment planning, East African Solutions created an evidence-based framework capable of guiding future investment decisions. Although implementation was ultimately halted following changes to international development funding, the strategic framework remains capable of supporting future conservation and security initiatives. 31) BUSINESS ENVIRONMENT ASSESSMENT Developing an investment-focused assessment of Zambia's business environment and identifying policy reforms to improve long-term economic competitiveness. SECTORS: Investment Promotion | Economic Development | Mining | Agriculture | Energy | Manufacturing COUNTRY: Zambia  Objective Assess the structural barriers affecting private sector investment and economic growth, while identifying commercially focused policy reforms capable of improving Zambia's long-term investment attractiveness and business environment. Our Role East African Solutions undertook a cross-sector assessment of Zambia's investment environment, combining engagement with private sector leaders, international benchmarking and policy analysis to identify constraints affecting investment across key sectors of the economy. The engagement developed practical recommendations covering mining, taxation, agriculture, energy, manufacturing, transport, tourism, SME development and infrastructure financing, with a strong emphasis on implementation and long-term private sector growth. Enterprise Value Created The engagement produced an integrated framework for improving national competitiveness by aligning policy recommendations with investor priorities rather than individual sector interventions. By focusing on policy stability, stakeholder engagement, investment mobilisation and innovative financing mechanisms, the assessment demonstrated how coordinated reforms could strengthen economic resilience, improve investor confidence and stimulate sustainable private sector-led growth. Selected Engagements by Investment Staple While East African Solutions works across a wide range of industries and advisory assignments, our work is ultimately centred on strengthening the productive systems that economies rely upon every day. The projects below have therefore been organised according to the primary Investment Staple they support. In many cases, individual engagements span multiple economic systems—for example, an agribusiness project may also involve manufacturing, logistics or financial systems. However, for clarity, each project has been classified according to the Investment Staple that represents its principal strategic focus. Projects that primarily strengthen governance, institutional capacity, technology or stakeholder ecosystems rather than a specific productive sector have been grouped separately under Strategic Enablers.</image:caption>
